Hon. Henry Nwawuba is a distinguished public servant, seasoned legislator, and accomplished entrepreneur currently serving as the Executive Secretary/Chief Executive Officer of the National Assembly Library Trust Fund.
With a career spanning public service, legislative leadership, and private sector innovation, Hon. Nwawuba brings a wealth of experience and a commitment to transformative governance to his role.
Born in Imo State, Nigeria, Hon. Nwawuba holds a Master of Science (MSc) in Business Computing from the University of Westminster, London, UK (1994), and a Bachelor of Arts (B.A. Hons) from the University of Jos, Nigeria (1992).
His academic journey began with a Senior Secondary School Certificate from Federal Government College, Kano (1987) and a First School Leaving Certificate from Bayero University Staff School, Kano (1981).
Hon. Nwawuba’s illustrious career in public service includes serving as an
elected Member of the House of Representatives, representing Mbaitoli/Ikeduru Federal Constituency of Imo State from 2015 to 2023.
During his tenure, he held pivotal roles, including Deputy Chairman of the House Committee on Niger Delta Ministry (2019–2023), Chairman of the House Committee on the Implementation of the Legislative Agenda (2019–2023), and Chairman of the House Ad Hoc Committee on the Investigation of the Sales of Polaris Bank (2022).
He also served as Special Adviser on Special Duties to the Executive Governor of Plateau State (2007–2011) and was a key member of the Technical Committee on the Petroleum Industry Bill (2021), now the Petroleum Industry Act.
A visionary leader in legislative advocacy, Hon. Nwawuba sponsored and championed significant bills, including the National Boundary Commission Task Force (Establishment) Bill (2020), the Police Service Commission Act (Repeal and Enactment) Bill (2020), the Armed Forces Act (Amendment) Bill (2021), and the South East Development Commission (Establishment) Bill (2019).
His motions addressed critical national issues, such as flood mitigation, the welfare of visually impaired students, and the protection of indigenous Nigerian businesses.
In the private sector, Hon. Nwawuba co-founded and served as Chief Executive Officer of Fortis Microfinance Banks Plc. in Abuja (2007) and NICNOC Nigeria Limited (2005). He also held the position of Computer Farm Manager at City of London Colt Technology Services in the UK (2002–2006) and served as a Member of the Board of Directors at Capital Meat Limited, Abuja (2022–2023).
A recipient of numerous accolades, Hon. Nwawuba’s contributions to leadership and public service have been widely recognized.
His awards include:

Hon. Nwawuba is a member of several professional bodies, including the Registered Professional Financial Reporting Council of Nigeria (PFRCN), the Institute for Business Development (IBD), and the Chartered Institute of
Bankers of Nigeria. He has also been honored with distinctions such as the Chieftaincy title of Ogbuhuruzo of Amaukwu Orodo (2016), Ambassador of
Peace, Patron of the Actors Guild of Nigeria, and Grand Patron of Owerri
Sports Club.
His published works include Niger Delta: Time to Take Responsibility (This
Day Dailies, 2020) and The Journey so Far: Letter to My Great Constituents (Imo Trumpeta, 2020), reflecting his commitment to public discourse and accountability.
Residing in Abuja, Hon. Nwawuba continues to drive the mission of the National Assembly Library Trust Fund, leveraging his extensive experience to advance knowledge management and legislative support for Nigeria’s development.

Ogechi Assumpta Obinna Ibeh is a seasoned procurement professional with over a decade of experience in public sector procurement and contract management.
She currently serves as the Head of the Procurement Department at the National Assembly Library Trust Fund (NALTF) with accountability for all procurement activities and contract management as well as provides oversight that ensures compliance with public procurement regulations, circulars and guidelines, with a view to enhancing transparent and value-driven procurement operations for the NALTF and Nigerian Government.
Prior to her current role, she held multiple leadership positions including as the Acting Head of Procurement at the Projects Development Institute (PRODA), Enugu, where she led strategic sourcing initiatives, and contributed to the successful implementation of key institutional projects.
Ogechi holds an M.Sc. in Accountancy from the University of Nigeria, Nsukka, and is currently pursuing a Ph.D. in Accountancy at the same university. She is a certified procurement officer and has participated in several international and local procurement conferences, underscoring her commitment to continuous learning, openness to growth and innovation in the procurement field.
She is a recognized leader and community builder, having received multiple awards for excellence in public service.

Douglas Tswanoemo Magaji is the Principal Legal Officer of the National Assembly Library Trust Fund (NALTF), where he leads the Legal Department in providing legal advisory services, ensuring regulatory compliance, and safeguarding the Trust Fund from legal risks and encumbrances.
Douglas holds:
- Master’s Degree in Legislative Drafting from the University of Abuja
- Bachelor of Laws (LL.B) from the University of Maidugur
- First Class Honours from the Nigerian Law School, Lagos.
He is a Fellow of the Legislative Mentorship Initiative (LMI), a flagship program of the Nigerian National Assembly that empowers emerging legislative leaders and policy professionals. He previously served as President of Junior Chamber International (JCI) Nigeria, University of Maiduguri Chapter—demonstrating early leadership and commitment to civic engagement and development.
Douglas brings wide-ranging experience in legal drafting, legislative and policy analysis, contract negotiation, intellectual property law, and governance research. He has worked with reputable law firms including J.O. Fabunmi & Co. and Taiwo Ajala & Co., MBL Solicitors LP., and served as an intern at the National Institute for Legislative and Democratic Studies (NILDS), where he contributed to bill drafting, policy review, and legislative scrutiny.
Douglas is passionate about the rule of law, institutional strengthening, and the advancement of democratic governance in Nigeria.
