Wednesday, 10th December; 2025 – The House of Representatives has raised serious alarm regarding the indiscriminate sale of land, allocation of plots outside the original master plan, and the destructive mining of surrounding hills within the Federal Housing Authority (FHA) Paradise Hills Estate, Guzape, built in collaboration with the ENL Consortium, and other government estates across the Federal Capital Territory (FCT).
Key Concerns Raised by the House
The motion, presented by Hon. Esosa Iyawe, highlights several critical issues that pose an immediate threat to the environment, public safety, and the structural integrity of properties:
Destructive Mining of Hills: The House notes that the hills surrounding the fully sold-out FHA/ENL Estate, originally providing security cover and geographical stability, are being indiscriminately mined for sand to create additional plots.
Environmental Degradation and Hazard: The mining activities are causing the hill texture to destabilize, leading to mudslides during the rainy season that render estate roads impassable.
Threat to Structural Integrity: The daily mining is causing tremors in Guzape and its immediate environs, raising concerns that the structural integrity of both government and private buildings is being undermined.
Consequential Loss of Life: The House is worried that the indiscriminate mining poses a threat to government estates and private properties with the potential for consequential loss of lives.
Off-Plan Allocations: The House is also worried that many estates in the FCT, including the FHA/ENL consortium, are selling plots “off-plan,” allocating areas that are not within the original master plan to prospective buyers.
Parliamentary Resolution
In response to these grave concerns, the House of Representatives has unanimously resolved to take the following actions:
Call for Clarification and Monitoring: To urge the Federal Capital Development Authority (FCDA) to immediately provide clarification and diligently monitor the development of the FHA Paradise Hills Estate, Guzape, and all other estates in the Federal Capital Territory.
Mandate Investigation and Halt: To mandate the Committees on Public Assets, Housing and Habitat, and FCT to immediately launch an investigation into the matter and halt any further allocation and development of plots that are not included in the original master plan of the FHA/ENL Estate in Guzape and other government estates in the FCT.
Hon. Esosa Iyawe in his statement said; “This motion addresses a ticking time bomb in the FCT.” He reiterated that, “The pursuit of profit through the destruction of natural geographical stabilizers and the allocation of unauthorized plots is not only illegal but is directly endangering the lives and investments of our citizens. We expect the relevant authorities to act swiftly on these resolutions to protect the residents and ensure adherence to established master plans.”
