In a major stride toward accelerating Nigeria’s digital transformation, President Bola Ahmed Tinubu has officially signed the National Identity Management Commission (NIMC) Act 2026 into law. This landmark legislation introduces a robust, modernized legal framework designed to fortify the nation’s digital identity ecosystem, bolster cybersecurity defenses, and drive sustainable growth across the digital economy.
The NIMC Act 2026 officially repeals and replaces the outdated NIMC Act of 2007. It transitions the country away from a nearly two-decade-old system and establishes a forward-looking infrastructure aligned with global best practices and emerging technologies.
A pivotal feature of the newly enacted law is the strategic designation of NIMC as the Root Certification Authority for Nigeria’s National Public Key Infrastructure (PKI) and Digital Public Infrastructure (DPI).
According to a statement released by Dr. Kayode Adegoke, NIMC’s Head of Corporate Communications, this designation cements the Commission as the country’s ultimate trusted authority. NIMC is now legally empowered to oversee secure digital identity management, biometric and data authentication, and electronic trust services across all public and private sector platforms.
The new Act establishes a modern, forward-looking legal framework that aligns Nigeria’s identity ecosystem with global best practices, emerging technologies, and the demands of a rapidly evolving digital economy.

Key Impacts of the NIMC Act 2026:
- Enhanced Cybersecurity: Hardens Nigeria’s digital defenses by introducing secure, encrypted authentication standards for personal data.
- Economic Growth: Simplifies digital transactions and identity verification, paving the way for a more seamless and reliable digital economy.
- Interoperability: Creates a unified trust framework that connects government agencies and private enterprises under one secure umbrella.
With the enactment of the NIMC Act 2026, the Federal Government of Nigeria reaffirms its commitment to building a secure, inclusive, and technologically advanced nation capable of thriving in the global digital era.
