The Senate has ordered a comprehensive, nationwide investigation into the state of healthcare infrastructure across National Youth Service Corps (NYSC) orientation camps, following the tragic passing of corps member Etimbuk Daniel at the NYSC Orientation Camp in Enugu State.
The decision followed the consideration of a motion of urgent public importance moved by Senator Aniekan Bassey, highlighting the pressing need to review medical services and safety protocols across all NYSC facilities in Nigeria.
In a unified response, the Upper Chamber resolved that a joint panel comprising the Senate Committees on Youth Development, Health, Police Affairs, Judiciary, Human Rights and Legal Matters, and Ethics, Code of Conduct and Public Petitions will conduct a thorough inquiry. The probe will be carried out in conjunction with the Nigeria Police Force and the Department of State Services (DSS) to determine the exact circumstances surrounding the fatality and evaluate camp clinic readiness across the country.
Lawmakers expressed deep sorrow over the sudden death of Mr. Daniel, describing him as a vibrant, patriotic young Nigerian and a beacon of hope for his community who had answered the call to serve his fatherland.
During the debate, senators voiced grave concern over reports indicating that Daniel died from complications originating from a minor headache, allegedly exacerbated by delayed and inadequate treatment at the camp clinic. The Upper Chamber noted that this tragic incident reflects a broader, recurring pattern of:
Inadequate Health Infrastructure: Deficiencies in essential medical supplies, diagnostic equipment, and treatment facilities at orientation camps.
Personnel and Referral Gaps: A shortage of qualified emergency healthcare personnel and the absence of rapid medical referral protocols for severe or escalating conditions.
Failure in Duty of Care: The government’s constitutional and moral obligation to protect young graduates mobilized far from their homes in service to the nation.
The government owes an uncompromised duty of care to young graduates mobilized across the country. We cannot allow systemic negligence to claim the lives of patriots serving their fatherland.
Senate Plenary Session Resolution.
In honor of the deceased corps member, the Senate observed a solemn minute of silence during plenary.
The joint committee has been directed to commence its investigation immediately, engage key stakeholders including the NYSC Directorate Headquarters, Federal Ministry of Health, and Ministry of Youth Development and present actionable recommendations to prevent future medical emergencies from resulting in avoidable loss of life.
