House of Representatives Defers Consideration of Constitution Review Report

Thursday, December 4, 2025 | The House of Representatives has unanimously agreed to defer the final consideration of the Report on the Review of the 1999 Constitution (as amended).

The decision was reached during Thursday’s plenary session, presided over by the Deputy Speaker, Rt. Hon. Benjamin Kalu. The exercise has been postponed to a later date, to allow lawmakers adequate time for comprehensive review and consultation.

The deferment was based on a consensus among members regarding the sensitive and critical nature of the exercise. Lawmakers argued that given the profound implications of constitutional amendments, diligence must take precedence over speed.

The leadership agreed with members who stressed the necessity to “thoroughly scrutinise the document” before returning to the chamber, ensuring contributions are made from a position of knowledge.

A primary factor for the delay is the need for lawmakers to consult further with their constituents on complex and high-impact issues listed in the report, including proposals for State Police and Independent Candidacy.

Focus of the Review
The Constitution Review Report encompasses critical bills aimed at strengthening Nigeria’s governance framework, including:

  • Local Government Autonomy
  • Inclusive Governance and Citizenship Rights
  • Electoral Reforms
  • National Security and Institutional Strengthening

The House adjourned till next week with a date yet to be announced for the review.
