House of Representatives Plenary Highlights – Tuesday, December 2, 2025

The House of Representatives at its plenary on Tuesday, December 2, 2025, presided over by the Deputy Speaker, Rt. Hon. Benjamin Okezie Kalu, PhD, CFR, dedicated its proceedings, primarily to matters of national security and the internal safety of the legislature.

National Security Reform and Enhancement

A crucial step was the formal presentation of the Report on the Draft Resolution on National Security Reform and Enhancement, which consolidates the resolutions from the previous week’s extensive security debates. Concurrently, the House received the report for a Bill seeking to establish the Legislative Security Directorate, aimed at strengthening the internal security architecture of the National Assembly.

Matters of Urgent Public Importance

The House adopted four Matters of Urgent Public Importance, reflecting its firm commitment to confronting pressing national challenges.

  1. Rural Security Deployment Review
    The House urged security agencies to urgently review and rebalance their deployment strategies to ensure adequate and sustained protection for rural communities, citing concerns over the current concentration of personnel in urban areas.
  2. Bauchi Police Ambush: Arrest and Prosecution
    Lawmakers directed the DSS and the Nigeria Police Force to ensure the immediate arrest and prosecution of all perpetrators involved in the fatal ambush in Darazo LGA, Bauchi State, which resulted in the deaths of five police officers and injuries to two others.
  3. Investigation into Recovered NSIPA Funds
    The House mandated the constitution of an Ad Hoc Committee to investigate all funds recovered from the National Social Investment Programme Agency (NSIPA) during the 2024–2025 probes, determine their current status, identify custodians, and uncover reasons for the delay in their release for programme resumption.
  4. Probe of Concessionaire-Operated Ports and Terminals (2006–2025)
    An Ad Hoc Committee is to conduct a comprehensive investigation into the performance and benefits accruing to the Federal Government from all concessionaire-operated ports (air and sea), terminals, logistics facilities, and related shipping activities from 2006 to 2025.
    Status: All adopted motions were referred to the relevant House Committees for further legislative action and oversight.

Constitution Review

Finally, the House established a definitive timetable for the conclusion of the ongoing 6th Alteration to the 1999 Constitution. Debates on the Constitution Alteration Bills are scheduled for Wednesday, December 3 and Thursday, December 4. This will be followed by the critical Clause-by-clause voting on the Bills, set to take place the following week on Tuesday, December 9 and Wednesday, December 10, marking a major milestone in the legislative calendar.
