House of Reps Doubles Down on Anti-Corruption Efforts with EFCC Institute

Wednesday November 12, 2025 | The House of Representatives is reinforcing anti-corruption initiatives with the Economic and Financial Crimes Commission Institute establishment bill, which scaled second reading on Wednesday. Sponsored by Hon. Yusuf Adamu Gagdi, the proposed institute will serve as a Centre for Training, Research, Policy Development and Strategic Collaboration in the prevention, detection and prosecution of economic and financial crimes in Nigeria.

The Bill is designed to elevate the EFCC’s training arm, currently known as the EFCC Academy, into a fully statutorily recognized Centre for Training, Research, Policy Development, and Strategic Collaboration in the fight against economic and financial crimes.

Why the Bill is Critical
Despite the success of the existing EFCC Academy, its current framework lacks the robust legal backing required for long-term stability and academic autonomy. This Bill addresses key deficiencies:

Statutory Autonomy: By establishing the EFCCI through an Act of Parliament, the Institute secures a permanent, independent legal identity, ensuring its mandate and funding are protected from administrative shifts.

Capacity Building & Research: It institutionalizes the Institute’s role in developing cutting-edge training programs for EFCC staff, other security agencies, and international partners. The focus will be on complex crimes like cybercrime, money laundering, cryptocurrency fraud, and illicit financial flows.

Policy Development: The EFCCI is mandated to conduct specialized research to inform effective national policy, improve prosecution strategies, and enhance the country’s overall framework for the prevention and detection of financial crimes.

Global Standardisation: The Bill aims to align the Institute’s curricula and certifications with international best practices and standards, solidifying its position as a leading anti-graft training institution across Africa.
