The House of Representatives Ad-hoc Committee investigating the unestablished Presidential Foreign Investment Promotion Council (PFIPC) has uncovered at least 29 suspected forged official documents, including a fake Act of the National Assembly , used to illegally operate the purported presidential agency.
Presided over by Chairman Hon.Yusuf Adamu Gagdi, the investigative panel issued a direct mandate to the Inspector-General of Police (IGP) to produce the self-acclaimed Director-General of the council, Adeniyi Adeyemi, before the committee for questioning.
Federal Ministries, Departments, and Agencies (MDAs) have systematically disowned the PFIPC, confirming the entity was never lawfully established and operated entirely on forged presidential and legislative approvals.
The committee uncovered fraudulent paperwork(documents) carrying 29 forged signatures from the Office of the Chief of Staff to the President, the Secretary to the Government of the Federation (SGF), the Head of Civil Service, and the Federal Ministry of Finance.
Investigators revealed that the operators presented a fabricated Act of Parliament to impersonate a legitimate statutory body.
Accountant-General of the Federation, Shamseldeen Ogunjimi, testified that a 2024 treasury response that would have exposed the fraud was intercepted by the suspect before reaching the State House.
The fraudulent council attempted to secure a ₦1.32 billion allocation in the 2026 Appropriation Act, recruit 300 personnel, and open Central Bank of Nigeria (CBN) domiciliary accounts under the guise of hosting a “World Investment Summit.”
Assistant Commissioner of Police Bashir Abdullahi confirmed that Adeyemi had already been arrested and arraigned before the Federal High Court on an eight-count charge following a petition from the Office of the Chief of Staff to the President.
