Motion Raised Against Indiscriminate Land Sales in Guzape Estates

On Thursday, October 30, 2025, Hon. Esosa Iyawe brought attention to the alarming issue of indiscriminate land sales and public asset management in the Federal Housing Authority (FHA) and ENL Consortium Estates located in Guzape. During a session in the House, Iyawe emphasized the unique characteristics of the Federal Housing Authority Paradise Hills Estate, noting its well-planned layout and scenic topography, which are crucial for security. The development has reportedly sold out its properties.

However, the situation has taken a troubling turn. Developers are allegedly mining the surrounding hills, composed largely of sand, to ensure additional geographical stability and security for the estate. This practice raises significant safety concerns. With the rainy season approaching, the hills’ integrity is compromised, leading to mudslides that make certain roads within the estate impassable.

Iyawe expressed serious concerns that heavy rainfall could worsen existing vulnerabilities in the estate and the surrounding houses. Moreover, ongoing mining activities are reportedly causing tremors in Guzape and nearby areas, threatening the structural integrity of existing buildings. The representative articulated fears that such indiscriminate mining poses a risk not only to government estates but also to private properties, potentially leading to loss of lives.

The motion also pointed to broader issues within the Federal Capital Territory (FCT), highlighting that many estates, including those developed by the FHA and ENL Consortium, bypass original master plans when selling land to potential buyers, causing significant discrepancies and safety risks.

As a resolution, the House urged the Federal Capital Development Authority (FCDA) to clarify and oversee the development processes within the FHA Paradise Hills Estate and other estates in the FCT. Additionally, the Committees on Public Assets, Housing and Habitat, and the FCT were mandated to investigate and halt any further allocation and development of plots that deviate from the approved master plans.

This motion underscores the necessity for stringent oversight in land development to ensure the safety and well-being of residents in Guzape and surrounding areas.
