The Department of Federal and National Assembly Affairs of the Nigeria Governors’ Forum (NGF) paid a working visit to the National Assembly Library in Abuja on Tuesday, 19 May 2026 as part of ongoing efforts to strengthen evidence-based legislative engagement between state governments and the National Assembly.
The visit was led by Hajiya Fatima Y. Usman-Katsina, Head of the NGF Federal and National Assembly Affairs Department, and followed a series of engagements aimed at identifying strategic partners capable of supporting the department’s interface with the National Assembly on legislative and policy matters.
Hosted at the Library’s state-of-the-art facility, the engagement provided NGF officials with an opportunity to explore the institution’s extensive repository of legislative and governance resources. The facility houses digital archives and research outputs covering key policy areas, including governance, constitutional administration, parliamentary procedure, public health, education, agriculture, climate change and public finance.

Discussions focused on opportunities for collaboration in advancing good governance through evidence-based policymaking, targeted reserach support, and enhanced communication on legislative issues.The meeting also highlighted the National Assembly Library’s role in preserving institutional memory and providing research services that support parliamentary processes and informed decision-making.
The Library’s delegation comprised Information Officers from the Senate and House of Representatives Liaison Units, alongside Research Officers representing several specialised units inluding Heritage Preservation and Institutional Memory; Governance, Constitution and Public Administration; Agriculture, Food Security, Environment and Climate Change; Business, Industry, Digital Economy and Public Finance; Legal Regulatory and Legislative Practices; National Security Architecture Governance; Public Health, Education, Youth and Social Services; Parliamentary Policy and Ethics; and Science, Innovation and Technology Transformation.
The session was facilitated by the National Assembly Library Legal Officer and Editorial Committee Coordinator Ian Metuh, who guided discussions on potential areas of mutual interest and institutional collaboration.
Both organisations described the engagement as productive and forward-looking. While no formal agreements were signed, the meeting concluded with a shared commitment to review proposals and work towards establishing a framework for structured cooperation.
If formalised, the partnership could create opportunities for the NGF Department of Federal and National Affairs’ to leverage the Library’s institutional memory, research capacity, and legislative expertise in supporting engagement with the National Assembly. At the same time, it would provide avenues for the Library to benefit from the NGF’s broad network, policy expertise, and convening power across Nigeria’s states.
As a next step, technical teams from both institutions are expected to further define the scope, deliverables, and operational modalities that could guide future collaboration, with the ultimate goal of strengthening legislative engagement and supporting evidence-based governance at the subnational level.
