Nigeria’s Anti-Corruption Efforts Advance with New Bill Debate

On Tuesday, October 28, 2025, Hon. Yusuf Adamu Gagdi led a significant debate in the House on the Proceeds of Crime (Recovery and Management) (Amendment) Bill, 2025 (HB. 2447), marking a pivotal moment in the nation’s fight against corruption. This proposed legislation is one of four key anti-corruption reform bills initiated by Hon.Yusuf Adama Gagdi that successfully progressed past its Second Reading.

The Amendment Bill is designed to enhance Nigeria’s asset recovery and management framework, address existing gaps in the Proceeds of Crime Act, 2022, and align local laws with international anti-corruption standards. Key provisions of the bill include:

  • Expansion of non-conviction-based forfeiture provisions to enable more effective recovery of ill-gotten gains.
  • Enhancement of whistleblower and witness protection mechanisms to encourage reporting of corruption without fear of retaliation.
  • Formal recognition of digital and virtual assets through the establishment of a National Confiscated Wallet, signaling an adaptation to modern asset landscapes.
  • Initiatives to accelerate judicial processes and ensure transparency in the management of recovered assets.
  • Implementation of structured restitution measures aimed at safeguarding the rights of victims.

The passage of this bill represents a critical step in Nigeria’s ongoing commitment to combatting corruption and improving the integrity of its financial systems.
