PlenaryHighlights:House Passes Key Bills on Merchant Shipping, Climate-Resilient Commerce, Pension Reforms and Professional Regulation

The House of Representatives, during plenary on Wednesday, July 8, 2026, passed six Bills aimed at modernising Nigeria’s maritime legal framework, promoting climate-resilient commerce, and strengthening professional regulation across key sectors of the economy.

The six bills read for the Third time include:

  1. Merchant Shipping Act (Repeal and Enactment) Bill (HB. 1592)
  2. Climate Resilient Commerce Bill (HB. 2206)
  3. Chartered Institute for Entrepreneurship Consultants Bill (HB. 1626)
  4. Chartered Institute of Mortgage Bankers and Brokers of Nigeria (CIMBBN) Bill (HB. 899)
  5. Pensions Reform Act Bill (HB. 2726)
  6. Chartered Institute of Financial and Investment Analysts of Nigeria Bill (HB. 336)

The Bills seek to modernise Nigeria’s merchant shipping laws, establish a legal framework for climate-resilient commerce, strengthen professional standards in entrepreneurship consulting, mortgage banking and brokerage, university administration, and financial and investment analysis, while enhancing regulatory oversight and professional development across these sectors.
