Senate Receives Executive Bills to Overhaul Drug Enforcement Framework and Expand Transport Safety Mandate

President Bola Ahmed Tinubu has formally transmitted two critical Executive Bills to the Senate, seeking comprehensive reforms to the nation’s drug enforcement legal framework and the institutional mandate of the Nigerian Safety Investigation Bureau (NSIB).

The bills, the National Drug Law Enforcement Agency (NDLEA) Bill, 2026 and the Nigerian Safety Investigation Bureau (NSIB) Amendment Bill, 2026 were forwarded to the President of the senate, Distinguished Senator Godswill Akpabio, pursuant to Section 58(2) of the 1999 Constitution (as amended).

Key Legislative Highlights

  1. Consolidation of Drug Law Enforcement (NDLEA Bill, 2026)
The proposed NDLEA legislation seeks to repeal both the existing National Drug Law Enforcement Agency Act (Cap. N30) and the Indian Hemp Act (Cap. I16) to establish a unified and robust legal standard against narcotics offenses.

It Strengthens enforcement mechanisms against the illicit cultivation, processing, distribution, trafficking, and consumption of controlled substance.

Furthermore, it rants the agency broader operational authority to investigate individuals and organizations suspected of involvement in drug-related crime networks.

  1. Broadening Transport Safety Oversight (NSIB Amendment Bill, 2026)
The proposed amendment to the Nigerian Safety Investigation Bureau (Establishment) Act No. 35 of 2022 aims to transition the NSIB into a fully autonomous, multimodal safety investigation body.

It expands the NSIB’s mandatory investigative mandate beyond civil aviation to encompass maritime, rail, and other primary transport sectors.

The bill places supervisory oversight of the NSIB directly under the Presidency, aiming to strengthen its operational independence and administrative efficiency.
The transmission of the NSIB legislation follows heightened national focus on transport safety standards, including recent legislative calls for comprehensive safety audits across national transport infrastructure.

In his correspondence, President Tinubu urged the Upper Chamber to grant both bills expeditious consideration to accelerate crucial statutory and security reforms across the country. Following their formal presentation on the Senate floor, Senate President Godswill Akpabio referred both legislative items to the Senate Committee on Rules and Business for scheduled legislative processing.
