The National Library as the Custodian of Nigeria’s Fiscal Heritage

January 21, 2026 — The National Library of Nigeria (NLN) has officially designated a specialized “Fiscal Policy Collection” to house the authenticated, enrolled versions of the 2024 and 2025 Appropriation (Repeal and Re-enactment) Acts. This initiative, launched in collaboration with the Clerk of the National Assembly and the Budget Office of the Federation, ensures that the primary legal documents governing Nigeria’s finances are accessible to all citizens, researchers, and international observers.

In an era of misinformation, the National Library serves as the “Single Source of Truth.” The re-enacted budgets are complex documents, running into thousands of pages of line items. The NLN is digitizing these records, allowing for keyword searches that enable citizens to see exactly how much was allocated to their specific local government areas or wards. This level of transparency is unprecedented in Nigeria’s 65-year history as a republic.

The National Librarian, in a statement, noted: “The budget is the most important law of the land next to the Constitution. It is a moral document that shows a nation’s priorities. By archiving the 2024 and 2025 re-enacted acts, we are preserving the story of how Nigeria navigated one of its most challenging economic periods and emerged with a more disciplined and unified fiscal system.”

The collection will also include the “Budget Implementation Reports” (BIRs) which will be published quarterly. This will allow the public to compare the “Laws” (the re-enacted acts) with the “Reality” (the actual spending). The National Library invites universities, policy think-tanks, and the media to utilize these resources to foster a more informed national discourse on the economy.
