Deputy Senate President Barau Making History As First To Chair Both House And Senate Appropriations Committees

On July 1, 2026, the Deputy President of the Senate, Senator Barau I. Jibrin, has been formally recognized for achieving an unprecedented milestone in Nigeria’s legislative history, becoming the first lawmaker to have chaired the Appropriations Committees of both the House of Representatives and the Senate.

This historic feat was prominently spotlighted in the latest edition of The Parliamentarian Magazine, which hailed the achievement as a landmark moment in the nation’s parliamentary evolution and a testament to Senator Barau’s enduring contributions to Nigeria’s fiscal and budgeting landscape.


Senator Barau’s journey as a cornerstone of national budgeting began during the foundational years of the Fourth Republic, where he served as the Chairman of the House of Representatives Committee on Appropriations from 1999 to 2003. Tasked with rebuilding the legislative budget framework after years of military rule, he leveraged his professional background in accounting and financial management to pioneer critical reforms aimed at enhancing transparency, accountability, and structural efficiency.

His stellar performance caught national attention, leading then-President Olusegun Obasanjo to appoint him to a specialized presidential committee tasked with overhauling Nigeria’s entire budgetary process.

Nearly twenty years later, Senator Barau replicated this leadership in the upper legislative chamber, chairing the Senate Committee on Appropriations from 2019 to 2023. This second appointment solidified his status as the only Nigerian legislator to have successfully steered the powerful budget committees across both chambers of the National Assembly.


The historical milestone was brought to the fore during a statement issued by his spokesman, Comrade Ismail Mudashir, released in Kano. The recognition coincided with the Senate’s recent floor deliberations on the 2026 Federal Capital Territory (FCT) Appropriation Bill.

Reflecting on his extensive legislative trajectory during the session, Senator Barau remarked:

I am the only one in the history of the legislature in this country to have served as Chairman of the Appropriations Committee in both the House of Representatives and the Senate. I am an authority in this regard.

Lauding the 2026 FCT budget proposal as “top-notch,” the Deputy Senate President commended the Minister of the Federal Capital Territory for presenting a well-structured fiscal plan. He emphasized that the budget’s heavy prioritization of capital expenditure would accelerate critical infrastructure delivery and advance Abuja’s transformation into a world-class capital city.


In reaction to his floor remarks, the President of the Senate, Distinguished Senator Godswill Obot Akpabio, highly commended Senator Barau’s profound grasp of public finance, describing the Deputy Senate President as an invaluable institutional asset to the National Assembly.

As noted by The Parliamentarian Magazine, the Appropriations Committee stands as one of the legislature’s most critical organs responsible for vetting government expenditures, eliminating systemic duplications, and aligning public funds with overarching national development targets. The publication concluded that Senator Barau’s dual chamber achievement reflects the deep integrity, technical expertise, and fiscal wisdom that have distinguished him as one of Nigeria’s most accomplished contemporary lawmakers.
