Senate Considers Key Amendment to Federal Medical Centres Act to Expand Healthcare Infrastructure

The Senate has moved to advance the Federal Medical Centres Act (Amendment) Bill, 2026 (HB. 1706), with Senate Leader Michael Opeyemi Bamidele bringing the measure forward for concurrence on the floor of the upper legislative chamber. Originated in the House of Representatives by Hon. Aderemi Abasi Oseni and passed following recommendations from the House Committee on Health Institutions, the bill amends the principal statute to expand tertiary healthcare access across Nigeria, specifically providing statutory backing for a Federal Medical Centre in Ido, Oyo State.

The proposed statutory amendment alters the Second Schedule of the principal Act to formally integrate the medical facility into the federal healthcare management architecture, guaranteeing dedicated operational funding and statutory oversight. By bringing the center under the formal framework of the Federal Medical Centres Act, the legislation aims to elevate diagnostic capabilities, strengthen secondary and tertiary clinical services, and improve health outcomes for surrounding populations.

Procedurally, the measure relies on constitutional mechanisms for bicameral concurrence under Section 58 of the 1999 Constitution of the Federal Republic of Nigeria (as amended). Moving through the concurrence stage under the guidance of Senator Bamidele, the bill enables the Senate to align directly with the House’s passed text, avoiding unnecessary procedural delays and ensuring coordinated legislative action between both chambers.

Upon full concurrence by the Senate at the Committee of the Whole, clean copies of the bill will be certified by the Clerk to the National Assembly and transmitted to the President for presidential assent, officially establishing the facility under federal law.
