A landmark legislative measure aimed at curbing excessive advance rent demands and safeguarding tenants’ rights within the Federal Capital Territory (FCT) today scaled its first major legislative hurdle on the floor of the House of Representatives.
The legislation, HB. 2839, titled “Federal Capital Territory Advance Rent Regulation and Tenants’ Protection Bill, 2026,” was formally introduced and passed its First Reading. The bill is sponsored by Hon. Prof. Paul Nnamchi.
The proposed law seeks to establish a regulatory framework to govern residential and commercial rental practices, protect tenants from arbitrary rent increments, and streamline tenancy agreements across Abuja and surrounding urban centres in the FCT.
