Day Three transitioned from archival theory to actionable operational strategy, examining how modern leadership frameworks, artificial intelligence, and robust digital infrastructure can collectively transform legislative service delivery.

Morning Plenary: Modernizing Parliamentary Operations

The morning session featured three complementary presentations addressing administrative excellence, digital tools, and technological infrastructure within the National Assembly complex:

1. Leadership, Teamwork, and Parliamentary Service Efficiency

Presenter: Dr. Steve Odidan, mni

Dr. Odidan outlined the behavioral and administrative pillars essential for high-performance legislative support:

  • Fostering cross-departmental collaboration between committee secretariats, research staff, and administrative directorates to dismantle bureaucratic silos.
  • Instilling adaptive leadership practices to ensure parliamentary personnel respond effectively to high-pressure legislative calendars and policy inquiries.

2. Leveraging AI in Legislative Work

Presenter: Dr. Celestine Achi

Dr. Achi unpacked the practical applications of artificial intelligence in parliamentary environments:
