October 30, 2025 – Abuja: Hon. Ibrahim Mohammed has presented a motion in the House, calling for the Nigerian Export Processing Zones Authority (NEPZA) to establish a Special Agricultural Processing and Export Zone in Kebbi State. This initiative aims to leverage the state’s agricultural potential, positioning it as a key player in Nigeria’s non-oil export landscape.
The motion highlights the critical role of NEPZA, which was created to promote and regulate Export Processing Zones (EPZs) and Special Economic Zones (SEZs) throughout Nigeria. These zones are designed to offer businesses tax incentives and improved infrastructure, ultimately fostering industrial growth and economic diversification.
Kebbi State stands out as one of Nigeria’s foremost agricultural producers, renowned for its extensive cultivation of rice, fish, groundnuts, millet, maize, and livestock. Advocates for the special zone argue that its establishment would not only enhance the value of agricultural produce but also reduce post-harvest losses and create employment opportunities, thereby significantly boosting the state and country’s export earnings.
The motion underscores the potential benefits of the proposed zone, including the attraction of both local and foreign investors, the creation of modern infrastructure—such as storage, processing, and logistics facilities—and the connection of local farmers to international markets. These developments are expected to enhance food security and stimulate economic growth in the region.
Despite its agricultural strength, the absence of a dedicated export processing zone has hindered Kebbi State’s ability to capitalize on its resources, often forcing farmers to sell raw products at lower prices. Without the establishment of the SEZ, the state risks missing out on federal and international investments that are crucial for agro-industrial development.
In light of these challenges, the motion resolves to urge NEPZA to prioritize the creation of the Special Agricultural Processing and Export Zone, aligning with the Federal Government’s objectives of economic diversification and increased agricultural productivity. The motion also calls for collaboration between the Federal Ministry of Industry, Trade, and Investment, the Kebbi State Government, and private sector stakeholders to expedite the establishment process.
Moreover, NEPZA is requested to submit a feasibility study report to the House within a month, detailing the steps necessary for setting up the zone. The Committees on Commerce and Industry have been mandated to engage with NEPZA and relevant partners to facilitate the implementation of this vital initiative.
As discussions around agricultural industrialization and export capacity continue, the development of the Special Agricultural Processing and Export Zone in Kebbi State could offer a transformative opportunity for the region and Nigeria’s economy at large.
