Senate Advances Landmark Bill to Modernize Agriculture and Boost Food Security

The Nigerian Senate has passed through second reading a comprehensive legislative proposal aimed at overhauling the nation’s agricultural sector, expanding mechanization, and strengthening national food security. The bill, titled the Transformation and Modernization of Agriculture Bill, 2026 (SB. 1082), seeks to establish a unified legal framework to accelerate agro-industrial growth, expand irrigation infrastructure, and promote climate-resilient farming practices across the country.

Designed to address systemic challenges in primary production and rural infrastructure, the proposed law prioritizes sustainable financing mechanisms for farmers, improved access to modern equipment, and targeted rural development. Lawmakers highlighted that integrating technology and climate-smart techniques into smallholder and commercial farming operations remains essential for reducing post-harvest losses, expanding arable land utilization, and insulating national food supplies against climate volatility.

Under the provisions of the bill, strategic investments will be directed toward scaling up irrigation systems, boosting local processing capabilities through agro-industrial hubs, and streamlining credit facility access for agricultural value-chain actors. By establishing clear legal guarantees for financing and infrastructure development, the legislation aims to transition small-scale farming into a commercialized, high-yield pillar of the national economy.

Following its successful second reading, SB. 1082 has been referred to the appropriate Senate committee for detailed legislative evaluation, public hearings, and further consultation with key industry stakeholders before being presented for final passage.
