Thursday, January 22, 2026 | The Policy and Coordinating Unit (PCU) of the Office of the Speaker, House of Representatives, has concluded a two day retreat held at the National Assembly Library. The capacity-building initiative, chaired by the Executive Secretary of the Library, Rt. Hon. Henry Nwawuba, served as a critical forum for senior aides and policy experts within the Speaker’s office to synchronize their administrative functions with the broader goals of legislative efficiency and research-driven governance.
The Library management team joined the technical sessions on Day 2, to better align the technical expertise and institutional resources of the National Assembly Library with the legislative agenda of the 10th Assembly.





Strengthening the Speaker’s Legislative Agenda
The primary focus of the session was to refine the coordination between the Speaker’s policy directives and the legislative machinery of the House.
Key objectives of the retreat included:
- Policy Harmonization: Streamlining the flow of information between the Speaker’s office and the various House Committees.
- Data-Driven Decision Making: Utilizing the Library’s research capabilities to support the Speaker’s Legislative Agenda.
- Institutional Synergy: Strengthening the relationship between the political leadership and the administrative backbone of the National Assembly.
In his remarks, Rt. Hon. Henry Nwawuba emphasized that the effectiveness of the legislature depends heavily on the quality of the “engine room”—the staff and units that coordinate policy.
Good policy does not emerge from instinct, convenience, or political expediency alone. It is built on rigorous research, credible data, clear analysis, and institutional memory. Where research is weak, policy becomes reactive. Where research is strong, policy becomes transformative.

The two-day session concluded with a roadmap for enhanced communication protocols and a commitment to integrating the Library’s digital resources into the Speaker’s daily policy briefings. This retreat marks the first in a series of planned collaborations aimed at professionalizing the support structure around the leadership of the House of Representatives.
