Senate Plenary Highlights – 4 November, 2025

Confirmation of Appointments

The Senate received reports from the Committee on Electoral Matters and the Committee on Federal Roads Maintenance Agency to confirmed the appointments of Professor Tella Adeniran as Resident Electoral Commissioner (REC) of the Independent National Electoral Commission (INEC) and Dr Musa Babayo as Chairman of the Board of the Federal Roads Maintenance Agency (FERMA).

The Senate also received a report from the Committee on Communications to confirm the appointments of Chief Idris Ibukunle Olorunnimbe as Chairman of the Board of the Nigerian Communications Commission (NCC) and six others as Commissioners. They include Senator Ramoni Olalekan Mustapha, Engr. Ikechukwu Ugwuegede, Princess Oforitsenere Emiko, Barr. Christopher Sandy Okorie and Hajia Maryam Bayi.

The confirmation followed the request of President Bola Ahmed Tinubu (GCFR) and the subsequent adoption of the reports of relevant Senate committees that screened the nominees.

Presentation of Bills

Six bills were presented for first reading:

  • Nigerian Building and Road Research Institute (Establishment) Bill, 2025 (HB. 1283); Sponsored by Senate Leader, Sen. Bamidele, Michael Opeyemi (Ekiti Central)
  • National Programme on Free School Meals (Establishment) Bill, 2025 (SB. 928) – Sen. Abubakar, Abdulaziz Yari (Zamfara West)
  • Mandatory Patronage of Local Airlines Bill, 2025 (SB. 934) – Sen. Buhari, Abdulfatai (Oyo North)
  • Constitution of the Federal Republic of Nigeria, 1999 (Alteration) Bill, 2025 (SB. 935) – Sen. Asuquo, Ekpenyong (Cross River South)
  • Administration of Criminal Justice Act (Amendement) Bill, 2025 (SB. 937) – Sen. Osita, Ngwu (Enugu West)
  • National Agency for Food and Drugs Administration and Control Act (Repeal & Re-enactment) Bill, 2025 (SB. 940) – Sen. Suleiman, Umar Sadiq (Kwara North)
  • The bill, for an Act to repeal the Exclusive Economic Zone of Nigeria and the Territorial Waters Act and Enact the Maritime Zones Act, 2025, to make comprehensive provisions for the maritime zones of Nigeria and for other matters connected therewith, scaled second reading. It was referred to a relevant committee for further legislative input. (SB. 02) – Sen. Suleiman, Umar Sadiq (Kwara North)

Motions of Urgent Public Importance

A motion was moved by Sen. Efe Dafinone and seconded by Sen. Abdul Ningi and Sen. Oshiomole Adams to probe the frequent derailment of rail lines
in Nigeria. The Senate resolved to setup an ad-hoc committee to investigate and mandated the Nigera Railway Corporation to address the technical problems and restore rail services in the affected areas. The committee, which is to be chaired by Sen. Adams Oshiomole, was given four weeks to submit the progress report.
