House of Representatives Plenary Highlights – Tuesday, October 28, 2025

Admittance Into the Chamber

The House Leader Hon. Julius Ihonvbere admitted into the Chamber, the Chairmen and Hon. Members of the Committees on Defence and Interior and, Security and Intelligence of the Parliament of Ghana, to observe the Plenary session. The leader of the delegation expressed his appreciation and commended the warm reception extended by the Clerk of the National Assembly, Mr. Kamoru Ogunlana.

Matters of Urgent Public Importance

Three Matters of Urgent Public Importance were presented.

  • Hon. Abdullahi Rashid from Gombe State raised motion on the Recent Boat Mishap in Nafada River that claimed the lives of five persons(four young girls and a boy) in Nafada Local Government on Saturday, 25th October 2025.
  • Hon. Gagdi from Plateau State presented a matter on the persistent banditry and kidnapping in Garga area of Kanan Federal Constituency. He pointed two recent kidnapped victims, one was killed and one still with the kidnappers. He equally expressed concern on the devastating impact of rainfall on the farms which has compounded the hardship of the people already affected by insecurity.
  • Hon. Dr. Adeshola Adedayo from Apapa Federal Constituency, Lagos State raised a matter on the need to stop further misappropriation of CAF grants by Nigeria Football Association. He stated that the Super Eagles has been queried by FIFA in the past for not rendering proper account.

Presentation of Bills

A total of three bills were presented for first reading including:

  • Constitution of the Federal Republic of Nigeria 1999 (Sixth Alteration) Bill, 2025 (HB.2586) (Hon. Abbas Tajudeen) – First Reading
  • Constitution of the Federal Republic of Nigeria 1999 (Sixth Alteration) Bill, 2025 (HB.2587) (Hon. Princess Miriam Onuoha) – First Reading.
  • Federal Forestry Guards Training Institute, Ankpa, Kogi State (Establishment) Bill, 2025 (HB.2588) (Hon. Abdullahi Ibrahim Ali Halims) – First Reading.

A total of number of seven Bills were presented for second reading and two were stepped down. The Bills that passed the second reading include:

  • A Bill for an Act to Amend the Agricultural Research Council of Nigeria Act, 2022 to Establish Federal College of Fisheries and Aquatic Sciences, Isoko, Delta State and for Related Matter (SB.105) (Leader) (Hon. Julius Ihonvbere) – Second Reading
  • A Bill for an Act to Provide for the Establishment of Nigerian Fintech Regulatory Commission in Nigeria and for Related Matters (HB.2389) (Hon. Fuad kayode Laguda) – Second Reading.
    Hon. Fuad emphasized that there is lack of regulatory framework. The objective of the Bill is to provide a clear regulatory framework.
  • A Bill for an Act to Alter the Provisions of the Constitution of the Federal Republic of Nigeria, 1999, CAP. C23, laws of the Federation of Nigeria, to Create Additional Local Government Areas in Benue State and for Related Matter (HB.2527) (Hon. David Agada Ogewu) – Second Reading.
    The Bill was referred to the Committee on Constitution Review by the speaker of the House for further legislative action.
  • A Bill for an Act to Proceeds of Crime Act, (Recovery and Management) and for Related Matters (HB.2447) (Hon. Yusuf Adamu Gagdi) – Second Reading. Hon. Yusuf Adamu explained that the Bill is one of the forum of reforming the Anti-Corruption Sector. It will also ensure more efficient and management of proceed from crime recovery, protect the rights and protection of whistle blowers , strengthen and streamline judicial procedure. The Bill was referred to the Committee on Financial Crime for further legislative actions.
  • A Bill for an Act to Amend the Orthopedics Hospitals Management Board Act, to establish Orthopaedic Hospital Rigasa, Kaduna State and for Related Matters (HB.2458) (Hon. Hussaini Mohammed Jallo) – Second Reading

Presentation of Reports
The two Reports presented on the floor of the House were from the:

  • Committee on Aids , Loans and Debt Management by Hon. Abubakar Hassan Nalaraba. The report was on the Request to Implement New External Borrowing in the 2025 Appropriations Act, Refinance Maturing Eurobonds, and issue a Debut Sovereign Sukuk in the International Capital Market.
  • Committees on Special Duties and Aviation By Hon. Fredrick Yeiteimone Agbedi . The report was on a Bill for an Act to Amend the Nigerian Safety Investigation Bureau Act,2022 and for Related Matters (HB. 2108).

Motions
Moreover, four crucial motions were deliberated upon by the members. They center on the:

  • Need to Complete the Construction of Multi-Purpose Dam Project in Kajola Village, Ile Ife, Osun State by Hon. Ajilesoro Taofeek Abimbola
  • Need to Rehabilitate the Kano to Kari Highway to Alleviate the Suffering of Commuters by Hon. Yusuf Shitu Galambi Hon. Yusuf Rabi’u Hon. Abdulkarim Kamilu Ado Hon. Mustapha Tijjani Ghali Hon. Yakubu Adamu Hon. Sani Ibrahim Tanko Hon. Hashim Adamu and Hon. Aliyu Babba Misau
  • Promoting Sustainable Green Practices in the Three Arms Zone by Hon. Jesse Okey-Joe Onuakalu
  • Need to Connect Ode-Itsekiri Town in Warri South Local Government Area of Delta State to the National Grid by Hon.Thomas Ereyitomi

Consideration of Reports

Conclusively, three reports were presented for consideration and one was stepped down. The two reports that were successfully considered are:

  • A Bill for an Act to Provide for Establishment of Project Development Agency (PRODA) Enugu, Enugu to be charged with the Board function of Generating and catalyzing Industrialization by carry out Industrial Research from Laboratory state to the Pilot plant Stage and by rendering consultancy Services to Government, Industries and individuals aimed at facilitating the domestication and Industrialization of technology for Socio – Economic Advancement of Nigeria and for Related Matters (SB.49) (Senate) – Committee of the Whole: 21/10/2025.
    Clauses 1-46, Schedule and Loan tittle of the Bill were all carried and approved.
  • A Bill for an Act to Repeal the Nigerian Institute of Transport Technology Act, Cap. N16, Laws of the Federation of Nigeria, 2004 and enact the Nigeria Institute of transport Technology Act to Provide for Full–Time and Part–Time Courses of Instruction and Training for the General Development of Transport and Logistics Sector of the Nigerian Economy and for Related Matters (HB. 500) – Committee of the Whole: 3/7/2025.
    Clauses 18, 20 and the Loan tittle of the Bill were carried and approved.
