House Recalls and Re-Commits Clauses of RMRDC Amendment Bill Following Presidential Review

In response to a presidential review, the House of Representatives has voted to recall and re-examine Clauses 2, 3, 4, 5, and 6 of the Raw Materials Research and Development Council Act (Amendment) Bill, 2026, sending the provisions back to the Committee of the Whole for swift legislative adjustment during its plenary on Tuesday, November 3, 2026.

The legislative action, sponsored by Hon. Francis E. Waive pursuant to Order Nine Rule 1(6) and Order One (1)(2) of the Standing Orders of the House, follows the return of the bill by the President of the Federal Republic of Nigeria.

The Bill was earlier passed by the National Assembly and transmitted to the President for assent. However, a critical examination by the Federal Ministry of Justice uncovered fundamental issues requiring vital legislative adjustments.

In response to the President’s observations, a joint Technical Committee comprising representatives from the Senate, the House of Representatives, and legal drafting experts from the Directorate of Legal Services of the National Assembly was constituted. The committee successfully reviewed and resolved the grey areas, paving the way for the legislative adjustments.

Cognizant of the necessity to incorporate these essential legal refinements, the House unanimously resolved to bring the affected clauses back to the floor for comprehensive review and re-passage.

This swift legislative action underscores the National Assembly’s commitment to robust collaboration with the Executive branch, ensuring that all enacted statutes are legally sound, unambiguous, and effectively serve the national interest.
