House Launches Probe into Irregularities in Nigeria’s Copyright Administration

In response to mounting public outcry from the nation’s creative sector, the House of Representatives has launched an official investigation into alleged systemic corruption and irregularities in the administration of copyright matters in Nigeria.

The motion, introduced by Hon. Nkemkanma Kama, addresses serious allegations that a predatory scheme was weaponized against the Nigerian music industry by the immediate past Attorney-General and Minister of Justice to siphon funds away from rightful intellectual property owners.

The legislative intervention follows sustained protests and public outcries by the Copyright Society of Nigeria (COSON), alongside a broad coalition of musicians, authors, composers, performers, and copyright owners. Stakeholders argue that recent regulatory decisions and administrative actions have actively undermined the interests of Nigerian artists, threatening both the creative economy and individual livelihoods.

Lawmakers expressed deep concern that these alleged irregularities, if verified, represent a severe breach of intellectual property protections. The House emphasized that safeguarding the rights of creators is vital to sustaining Nigeria’s globally influential creative industry

Guided by Section 88 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), which empowers the National Assembly to oversee public affairs and state institutions, the House affirmed its responsibility to uphold accountability.

In line with the principles of natural justice, lawmakers stressed that the impending probe will provide a transparent, fair platform for all accused and affected parties to present their evidence and positions.

To get to the root of the administration crisis, the House of Representatives officially resolved to:

  • Direct the House Committee on Justice to conduct a thorough investigation into the alleged irregularities plaguing Nigeria’s copyright regulatory framework.
  • Instruction has been given to interface with critical entities, including the Federal Ministry of Justice, the Nigerian Copyright Commission (NCC), collective management organizations (CMOs), music industry representatives, and other relevant bodies.
  • The Committee is mandated to submit its comprehensive findings and recommendations within four (4) weeks for further legislative action.
